Not sure what you mean by making paper (to what degree, what type etc), but this is very very easy to do at home. Soak newspaper in bucket of water til its like a milkshake consistency, spread some thinly over a flyscreen and let it dry in the sun. Then peel it off.
You can make it scented, embed flowers/petals in it, different colours (just use food dye) etc.
Great to do with kids if you have them...
